감염병의 예방 및 관리에 관한 법률 개정에 따라 감염병 전파가 우려되는 경우 마스크 착용 등 방역 지침의 준수를 명령할 수 있으며 명령에 따르지 않는 경우 2020년 10월 13일부터 10만원 이하의 과태료를 부과합니다. 유학생 여러분은 주의하여 주시기 바랍니다.

○ 마스크 착용 필수인 경우

- 실내 전체 및 실외에서 다른사람과 2m 거리두기가 어려운 경우

- 과태료 부과 대상 장소

1) 대중교통, 의료기관, 요양시설 등 감염취약자가 있는 장소

2) 유흥주점, 콜라텍, 감성주점, 노래연습장, 실내 스탠딩공연장, 실내 집단운동 장소, 대형 학원, 뷔페, 유통물류센터 등 다중 이용 시설

○ 마스크 인정 유형

보건용 마스크(KF94, KF80), 입과 코를 가릴 수 있는 천(면) 마스크, 일회용 마스크도 가능함

○ 마스크 불인정 유형

망사형 마스크, 밸브형 마스크(마스크에 숨쉬는 밸브가 달린 유형), 스카프 등의 옷가지로 얼굴

을 가리는 것은 인정하지 않음

○ 과태료 금액: 위반 횟수와 관계없이 위반할 때마다(마스크 미착용) 당사자에게 10만원 이하 과태료 부과

○ 과태료 부과 과정

위반행위 적발 → 단속자 신분증 제시, 단속근거 설명 → 위반자 인적사항 확인(요청) → 사전통지 및 의견제출 안내(10일 이상의 의견제출 안내) → 과태료 부과통지 → 이의제기 안내(60일이내)

○ 실내‧외에서 마스크 착용을 하지 않아도 되는 경우

- 실외에서 다른 사람과 2m 이상 거리두기가 가능할 때

- 마스크를 착용하고 하기 어려운 활동을 하는 경우

▪음식·음료를 먹거나 마실 때

▪수영장·목욕탕 등 물속·탕안에서 있을 때

▪세수, 양치 등 개인위생 활동을 할 때

▪검진, 수술, 치료, 투약 등 의료행위 중 마스크 착용이 어려울 때

▪ 얼굴을 보여야 하는 공연(무대에 있을 때로 한정), 방송 출연(촬영할 때로 한정하며, 유튜

브 등 개인방송은 제외) 및 사진 촬영(촬영 할 때로 한정), 수어통역을 할 때

▪운동선수, 악기 연주자가 시합·경기 및 공연·경연을 할 때

▪결혼식장에서 신랑, 신부, 양가 부모님이 예식을 할 때

▪본인 확인을 위한 신원확인 등 마스크를 벗어야 할 때

○ 罚款金额:与违反次数无关，每次违反（未佩戴口罩）时，对当事人处以10万韩元以下罚款

○ 罚款过程

揭发违反行为→出示管制者身份证，说明管制依据→确认违反者个人资料（要求）→事前通知及意见提出通知（10天以上的意见提出通知）→罚款征收通知→提出异议通知（60天以内）

○ 除室内/外无需戴口罩者

- 在室外可以和别人保持2米以上的距离时，

- 戴着口罩进行难以进行的活动时

▪吃东西或者喝饮料的时候

▪ 在游泳池、澡堂等水中的时候

▪洗脸、刷牙等个人卫生活动时

▪体检、手术、治疗、用药等医疗行为中很难戴口罩时
